The Brief
The Mid-Atlantic's quietest-looking card this week is actually its most publicly contested.
A Mingo County, WV filing described in an earlier draft as having "no developer or GC named in public records yet" turns out to be the opposite: TransGas Development Systems has been the named applicant since a West Virginia DEP air-quality permit was filed, and the project has drawn public hearings, organized opposition, and a federal lawsuit from residents. That's not a gap in the record — it's a project further along, and more contested, than the copy suggested.
Two other cards needed a developer correction this week (Aligned's Shippingport site is partnered with Frontier Group of Companies, not National Fuel Gas), and two more needed a dollar-figure caveat where the public number runs far above what's in the card — worth flagging rather than treating either figure as final.

No public source confirms the $7B figure — plans reference 20-30 data centers and 4-6 small modular reactors, not a stated dollar total. The power-generation-adjacent siting still echoes the Homer City playbook.

A second, ConstructConnect-sourced entry for the Homer City site — a well-documented $10B+ power-infrastructure project where public coverage separately describes the data-center build itself as costing "billions more" on top. This $5B figure plausibly represents that data-center-specific slice, though no public source states it as a standalone number — treat the hedge as accurate, not as something we've since confirmed outright. Same prequal opportunity: balance-of-plant, gas-lateral, and data-hall packages over a multi-year build.

TransGas Development Systems (Adams Fork Energy Campus) is the named applicant on a WV DEP air-quality permit. Residents sought to block construction via a federal lawsuit and a preliminary injunction — both were denied, and the case was dismissed by the court in late June 2026. The project has already cleared its main legal challenge, not still facing one.

Public reporting values the overall Shippingport site at roughly $10B; the $2.8B here is likely an Aligned-specific sub-figure rather than the full site cost.

One correction: the county's own impact statement puts total estimated construction cost near $42.8B — roughly 15x the figure here — so treat $2.75B as a phase or subset figure, not the master number. We could not confirm the earlier draft's claim of two buildings tracked separately in permitting; the county filing describes flexible single- or multi-tenant configurations without a stated building count.
